Is an online degree valid for government jobs in India?
Yes. UGC-entitled online degrees are treated as equal to regular degrees for government jobs, as long as one condition is met. This guide shows how to check it and which job categories accept online degrees.
Yes, with one condition.
Degrees earned online or by distance from a UGC-entitled university count the same as regular on-campus degrees for jobs, including government jobs. The rule comes from the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, which treat these degrees as equivalent to degrees earned in the regular mode.
The condition: the university must be entitled by UGC-DEB for that programme in the year you enrol. Not every online university is, so check before you pay.
What does “UGC-entitled” mean?
The UGC Distance Education Bureau (DEB) maintains a live list of universities approved to offer online and distance programs. A university that is “entitled” has been granted permission for the current academic year to award degrees in specific programs.
This status is year-by-year. A university entitled in 2024 must renew for 2025–26. If a university loses entitlement mid-program, degrees from that year may face scrutiny, so checking the current year matters.
How to check it
- Go to deb.ugc.ac.in
- Open “Recognised Programmes” in the top menu, or the “HEIs Entitled for Online” list on the home page
- Find the university
- Check that your programme (MBA, MCA, BA and so on) is listed for the academic year you are joining
Every Indian university on Gradonline shows its UGC-DEB status, and we check it before listing a university.
Online, distance, open university or correspondence: which are valid?
All four are valid for government jobs when the university was recognised by UGC-DEB for that programme in the year you enrolled. The name on the brochure matters less than that one check.
- Online degree: classes, exams and study material online. Covered by the UGC 2020 regulations and treated at par with a regular degree when the university is entitled for the programme.
- Distance education (ODL) degree: printed or digital study material with contact classes and exam centres. Covered by the same 2020 ODL regulations, with the same equivalence.
- Open university degree: from an open university such as IGNOU or a state open university. These universities exist to teach through distance mode, and their UGC-recognised degrees are accepted for government jobs.
- Correspondence degree: the older name for distance education. Treat it the same way: check that the university was recognised for that programme in your admission year.
One limit applies to every mode: professional and technical degrees such as engineering (B.Tech), medicine, pharmacy, nursing, architecture and law cannot be earned online or by distance. Management, commerce, computer applications and arts degrees (MBA, MCA, BBA, BCA, B.Com, BA, MA and similar) can.

Which government jobs accept online degrees?
A UGC-entitled online degree satisfies the “degree from a recognised university” requirement across these categories. Always read the specific notification for any legacy “full-time regular” wording.
UPSC civil services (IAS, IPS, IFS)
Accepted. The notification requires a degree from a recognised university; UGC-entitled online degrees satisfy this. It does not discriminate between regular and online mode for graduation eligibility.
SSC (CGL, CHSL, MTS, CPO)
Accepted. SSC requires graduation from a recognised university. UGC-entitled online degrees qualify; SSC does not specify “full-time regular” for most posts.
Banking: IBPS / SBI / RBI
Accepted. SBI PO, IBPS PO and RBI Assistant all accept a graduate degree from a recognised university, including UGC-entitled online degrees.
State government jobs
Accepted. State commissions generally ask for a degree from a recognised university, which an entitled online degree meets. A few posts still ask for a regular degree, so read the notification for the post you want.
Teaching (TGT / PGT / KVS / NVS)
Accepted. UGC-entitled online degrees qualify for eligibility. Note: B.Ed is a separate requirement for school teaching and must come from an NCTE-approved institution.
Defence (NDA, CDS, AFCAT)
Accepted. NDA needs Class 12 only. CDS and AFCAT require graduation. UGC-entitled online degrees qualify.
Higher education & further study
Accepted. Online degrees from entitled universities are valid for PG admission, NET and further study, the same equivalence applies.
Check these before you rely on an online degree
PSUs (ONGC, NTPC, BHEL, IOCL)
Check the notification. PSUs often ask for a full-time degree for executive and management trainee posts, so an online degree may not qualify there. Read the notification for the post before you apply.
Promotions in existing roles
Verify first. Some departments have internal promotion policies predating the 2020 notification. If the degree is for a promotion, get written confirmation from your HR before enrolling.
Posts specifying “full-time regular”
Verify first. A small number of notifications still carry this language explicitly. WhatsApp us the notification text, we’ll read it and tell you where you stand.
Autonomous bodies (SEBI, NABARD, RBI grade B)
Verify first. These set their own recruitment standards. Most follow central equivalence policy, but verify the specific notification.
The rule behind it
The UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 cover both online and distance degrees. They treat a degree earned in either mode from a recognised institution as equivalent to the same degree earned in the regular mode.
If an employer questions your degree, point to these regulations and ask which clause they think excludes it.
Which universities does Gradonline cover, and are they all valid?
We check UGC-DEB entitlement before listing a university and show it on each university page.
The universities we compare include NMIMS (Category-1), GLA University (NAAC A+, NIRF MBA #54), Amity Online, LPU, Chandigarh University, Manipal University Jaipur, Sikkim Manipal, Uttaranchal University, and more. You can also compare every online MBA we cover.
What to do before enrolling
- Verify entitlement at deb.ugc.ac.in for the university and program you are targeting.
- Check the specific recruitment notification for your target job, look for any language about degree mode.
- Keep your degree certificate and mark sheets, have the UGC-DEB portal printout ready in case an employer questions your degree.
- If in doubt, ask us. WhatsApp the job notification to +91 74289 77446. We’ll read it and give you a clear answer.
One caveat
Online degrees are equivalent to regular degrees under UGC rules, but a few offices, often at district or state level, still question them. If that happens, point to the 2020 regulations and ask for the decision in writing.
IGNOU graduates have used their distance degrees for government recruitment for decades.
Government jobs & online degrees: quick answers
Is an online degree valid for government jobs in India?
Yes. Under the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, online degrees from UGC-entitled universities are equivalent to regular-mode degrees for employment, including government jobs. The one condition is that the university must be entitled for your programme in the year you enrol. Check it at deb.ugc.ac.in.
How do I check if my university is UGC-entitled?
Go to deb.ugc.ac.in and open “Recognised Programmes” in the top menu, or the “HEIs Entitled for Online” list on the home page. Find the university and check that your programme is listed for the academic year you are joining.
Will my certificate say “online”?
Policies vary by university; many issue a certificate identical to the regular-mode degree, while some note the mode of study. Either way, a UGC-entitled degree carries the same legal validity. Ask us about the specific university before enrolling.
What if an employer rejects my online degree?
Point to the UGC 2020 regulations, which treat degrees from entitled universities as equivalent to regular degrees, and ask which clause they think excludes yours. If needed, you can escalate. Send us the notification on WhatsApp and we’ll help you read it.
Is an open university degree valid for government jobs?
Yes. Degrees from UGC-recognised open universities such as IGNOU and state open universities are accepted for central and state government jobs, including UPSC, SSC and banking, as long as the programme was recognised in your admission year.
Is a correspondence or distance education degree valid for govt jobs?
Yes. Correspondence is the older name for distance education. A distance degree from a university recognised by UGC-DEB for that programme is treated at par with a regular degree under the UGC 2020 regulations. Engineering, medicine and law are not offered in distance mode.
Is a distance degree the same as an online degree for government jobs?
For eligibility, yes. Both are covered by the UGC 2020 regulations and carry the same validity as a regular degree when the university is entitled. Online programmes add live and recorded classes and online exams; distance programmes rely more on study material and exam centres.
Is a one-year degree valid for government jobs?
No. Under UGC rules a bachelor’s degree takes at least three years, online or regular. A degree offered “in one year” or “in one sitting” is not a recognised degree.
